This is Minnie in topiary at Epcot. These aren't true topiary. They aren't grown to shape but are wire frames filled with living plants. There are some that are year round and may be done in the traditional way but since there is no way to get close to them, I'm not sure. Very nice to look at however they achieve it and the park is a delight at this time of year.
